Earthly Hands · Rough Edge · 1907 closing movementBack to film floor

The motion travels.
The record does not.

A closing movement in four differently named paper states. The film may put them in sequence without turning them into one undifferentiated case file.

Motion ≠ record ≠ papers in the case ≠ notice enclosures · circulation does not prove receipt · no merits conclusion moves.

Motion

The rehearing motion is filed and transmitted for consideration. The motion itself remains unrecovered.

Record

The Office says the motion is outside the time limit and recommends denial pro forma. It also says: “The record is not transmitted.”

Its stated reason is that the record was not considered needed for this motion in this instance. The surviving face does not show a new weighing of the full evidentiary record.

Departmental denial

Papers in the case

The denial says “the papers in the case and a carbon copy hereof” have been sent to the Indian Office.

What those “papers in the case” comprised remains unresolved. Do not silently rename them “the record.”

Notice to William D. Bell

Named enclosures

The notice names a copy of the Departmental denial, accompanied by the Indian Affairs report, as enclosed.

That wording does not establish dispatch, delivery, receipt, or reading.

What the picture is allowed to do

Make the contraction visible: one object moves, another is explicitly not transmitted, a differently named paper body moves afterward, and a notice names copies as enclosed. Do not picture one master file traveling intact through every station.
